
The theme of this toolkit is different ways in which tourism can contribute to poverty reduction. The toolkit outlines the foundation for poverty reduction approaches and how the International Labor Organization is involved in the context of employment stability and the United Nations Millennium Development Goals. The toolkit also summarizes recent developments in the tourism industry and vision for an inclusive and pro-poor tourism industry.
This toolkit is built with 5 modules.

- Tourism promotion and marketing
- Markets tourism
- Tourism Enterprise
Those modules can be used altogether or independently, in whole or in parts, according to the needs of trainees and trainers. Some sections may also be used for other purposes such as advocacy, awareness raising and information circulation, and as background resources.
This toolkit is part of the ILO’s support in its efforts to promote decent work in the tourism industry and aims to contribute to poverty reduction through tourism and the promotion of employment in rural areas.
The tool was discussed during a tripartite international workshop that took place at the ILO’s International Training Center in Turin in August 2011. The inputs gathered in this workshop was used in developing and finalizing this document.
This toolkit has been supplemented and built on the basis of documents and information and with the cooperation of the United Nations Poverty Reduction Fund “UNWTO ST-EP FOUNDATION”, ITC and the World Travel & Tourism Council.
